Guangxi's Three-Year Sugar Industry Plan Releases Market Dividends for Food Equipment
- On September 18, 2025, Guangxi's Department of Industry and Information Technology issued the Sugar Industry Development Action Plan (2025–2027) (Gui Gong Xin Food [2025] No. 767), targeting an industrial output value of RMB 81 billion for the sugar industry chain by 2027.
- The policy lists equipment renewal directions including sugar-making main equipment, harvesting machinery, deep processing and green energy-saving equipment, with main process equipment covering crushing, centrifugal separation, sugar boiling, packaging and palletizing.
- Article 10 encourages sugar enterprises to renew automatic packaging and palletizing equipment, automatic continuous sugar boiling and fully automatic centrifugal separation, and supports leading enterprises in renewing crushing and centrifugal separation equipment and advancing intelligent control systems.
- The document calls for policy support to comprehensively upgrade cane unloading platforms and impurity removal systems, aiming to cover all sugar mills in Guangxi within three years; Article 5 also encourages R&D of light and simplified sugarcane combine harvesters, cutting and stacking machines, stepwise impurity removal equipment and cane leaf recovery systems suitable for hilly and mountainous areas.
On September 18, the Department of Industry and Information Technology of the Guangxi Zhuang Autonomous Region issued the Sugar Industry Development Action Plan (2025–2027) (Gui Gong Xin Food [2025] No. 767), specifying that by 2027 the industrial output value of the sugar industry chain will strive to reach RMB 81 billion. As the country's main sugar-producing region, Guangxi has locked in a batch of equipment renewal directions in the form of a policy list, opening up market space for enterprises in sugar-making main equipment, harvesting machinery, deep processing and green energy-saving equipment. I. Main process equipment: crushing, centrifugal separation, sugar boiling, packaging and palletizing. Article 10 of the document, "Encourage sugar enterprises to carry out equipment renewal and technological transformation," directly names: "Focusing on the fields of automatic packaging and palletizing equipment in sugar mills, automatic continuous sugar boiling, fully automatic centrifugal separation, etc., encourage sugar enterprises to carry out equipment renewal and technological transformation, support leading enterprises in renewing crushing, centrifugal separation and other equipment, and promote intelligent control systems." More mandatory is the cane unloading link: "Increase policy support, encourage sugar enterprises to comprehensively upgrade cane unloading platforms and impurity removal systems, and strive to complete the upgrading of cane unloading platforms and impurity removal systems in all sugar enterprises across the region." Cane unloading platforms and impurity removal systems will cover all sugar mills in Guangxi within three years. II. Harvesting machinery: light and simplified equipment for hilly and mountainous areas. Article 5, "Increase R&D efforts in sugarcane harvesting machinery," specifies: "Make breakthroughs in key technologies for smart agricultural and forestry equipment such as sugarcane harvesting machinery," and lists the equipment catalogue — "encourage research institutions and agricultural machinery manufacturers to develop light and simplified sugarcane combine harvesters, sugarcane cutting and stacking machines, stepwise sugarcane impurity removal equipment, sugarcane leaf recovery systems, sugarcane ratoon management machines, sugarcane seed stem processing equipment, etc., suitable for hilly and mountainous areas." Supporting Article 9 proposes "establishing and improving a mechanized harvesting policy support system guided by the government with sugar mills as the main body," promoting sugar enterprise groups to set up mechanized harvesting operation companies. III. Deep processing and by-product utilization: functional sugar, xylose, environmentally friendly tableware equipment. Article 2, "Optimize and strengthen the sugarcane sugar industry chain," proposes promoting the transformation of sucrose toward "functional sugar, nutritional sugar, pharmaceutical sugar, liquid sugar and other specialty sugar directions," "actively introducing product lines such as L-arabinose, xylitol, and arabinoxylan"; at the same time requiring "deepening the existing circular economy industry chain, promoting the transformation of bagasse utilization toward high value-added products such as xylose, dietary fiber, and environmentally friendly tableware, and the comprehensive utilization of molasses toward food, chemical, feed and other fields." Article 4 further locks in "pilot-scale research on sugarcane-based healthy food processing, extraction of natural active ingredients from sugarcane resources, and biotransformation of sugarcane-based raw materials." IV. Green and low-carbon: evaporation and concentration, crystallization and drying, boiler energy saving and biomass briquette fuel. Article 13, "Promote the green transformation of the sugar industry," requires "supporting sugar enterprises in implementing energy-saving and carbon-reduction technological transformation and energy-using equipment renewal, eliminating inefficient and high-energy-consuming equipment, and promoting a batch of new green manufacturing technologies and equipment," and specifies "key breakthroughs in high-energy-consuming process links such as evaporation and concentration and crystallization and drying"; "comprehensively implement energy-saving technical transformation of coal-fired boilers, and promote technologies such as condensate recovery and cascade utilization of steam"; at the same time, "innovate the model of 'replacing bagasse with sugarcane leaf fuel' and build biomass briquette fuel production lines." V. Intelligent transformation and digital transformation: smart factories and AI quality inspection open up space for system integration. Article 6 proposes "supporting sugar enterprises in building smart factories and digital workshops," focusing on cultivating typical application scenarios in production and manufacturing, operation and management, logistics and distribution, and industry chain collaboration; Article 7, "Accelerate the promotion of AI + sugar industry," specifies focusing on "key links such as sugarcane planting, growth monitoring, production and processing, and product defect detection," to build a large model for the sugar industry. From the perspective of output value targets, the industrial output value of Guangxi's sugar industry chain will rise from RMB 72 billion in 2025 to RMB 81 billion in 2027, with the average annual increment mainly coming from chain extension and supplementation and deep processing. The policy not only provides a specific equipment list, but also provides funding channels through project coordination such as "Double Hundred and Double New" and "Thousand Enterprises Technological Transformation" and the sugar industry investment fund, making it a regional market worth close attention in the coming two years.
